<P align=left>&nbsp; &nbsp;&nbsp; &nbsp;&nbsp;&nbsp;市海城区城管大队的黄队长向笔者解释说，他们是8：00左右接到群众举报，群众反映说，八小门口设立了不少招生摊点，使得原本就并不宽敞的道路更加拥挤不堪，严重影响了人们的进出。城管大队获知此事后第一时间赶到了现场，发现现场有12个左右的摊点占道摆设，经过城管大队工作人员的教育、劝说，摊点已经撤走了5、6个，但还有几个“钉子户”不肯撤走。经过半个多小时的沟通、协调，余下几个摊点还是坚持不走，城管不得已才开始实行了强制措施，没收摊点桌椅设施。</P>

笔者随后赶到北海市第二小学门口，发现这里已经有城管大队的工作人员在和各摊点的人员开始协调交涉了。但不一会儿，发放传单的人员因不服城管工作人员没收其传单，与城管发生了正面冲突。<BR><BR><BR>
